The fonds consists of records retrieved and acquired by John Clarkson. The series of ship plans were acquired while he served as the Nautical Inspector for Transport Canada. These would have been used to help with the inspection of the ships. The correspondence series was retrieved by John Clarkson while he served as the marine examiner and surveyor in Victoria. The correspondence was originally from the Steamship Inspectors Office and contains different forms of correspondence regarding the surveys and inspections of ship that were requisitioned for the second world war before and after. These pertain to the inspection of different vessels that were active along the west coast.
The fonds is arranged into two series:

Series consists of records relating to the correspondence between members of the Steamship Inspectors Office including the Chairman, Senior Steamship Inspectors and Steamship Inspectors, amongst others regarding inspections done before and after the requisition of vessels for the second world war. There is also additional correspondence, including with the owners of the vessels.

Built in 1908 in Esquimalt she has been owned by a number of different government departments. 1940-1946 she was owned by Pacific Salvage Co. during which she was requisitioned for the Second World War.
There is mainly correspondence in this file regarding the requisition of the vessel for the Second World War between JT Edmond, HG Robinson, FA Willsher, along with: the Department of Transport to Yarrows from the Chief Accountant and from John Cameron of Yarrows to JT Edmond; a letter to JT Edmond from Miss W. Spencer of the VMD;
Other military people and engineers.
The file contains reports on: work found for a voyage to the UK; report on the general condition of the hull; report on the general condition of boilers and machinery; Salvage equipment on board; copy of a sheet setting forth the drillings of the shell plating; thickness of plating.

Fonds consist of documents relating to the marine service of Walter Hichens-Smith.

  1. Photocopy of typed biographical information of Walter Hichens-Smith starting in 1908 when he signed on as a machinist’s apprentice with the B.C. Marine Railway. This appears to have been compiled for Hichens-Smith’s retirement from Island Tug and Barge, possibly in 1957.
  2. Continuous certificate of discharge for seaman booklet for Walter Hichens-Smith (born 1893) listing the ships on which he served and ports of discharge during the period of 1913 to 1957.
  3. Certificate of competency as first class engineer of a steam-driven ship in a small booklet, dated 3 April 1939.
  4. Certificate of indenture of apprenticeship between Walter Hichens-Smith and B.C. Marine Railway for five years beginning 20 January 1908. Includes typed statement on the reverse certifying the completion of his service.

Also includes an Island Tug & Barge brochure titled "Salvage Ships at Work" c. 1954, consisting of photos of company vessels and salvaged vessels.

Built in 1912 by the Collingwood Shipbuilding Co. Ltd. as a Canadian government lighthouse tender. In 193-1940 she was owned by the Minister of Marine and Fisheries in Ottawa and from 1940 to 1970 she was owned by the Minister of Transport. She was in service for 55 years.
